Sorry to ping you. I believe I lost the power to move issues to storage when you changed the repository name...
But this issue could be silently impacting existing users doing WITH CHECK policies if before this the new storage rollout the operation was done with an update including the new file info. AS shown the update now does not contain the file info and so the recommendation to use UPDATE policy won't work well with WITH CHECK depending on if it checks the new data.
