TBH I'm not entirely sold on this format. I understand its benefits for Stratum maintainers, but I don't think it provides any additional benefit for users. A tarball is something that anyone can produce without any special tool. Most importantly, it's easy to untar and inspect its content. What do you think would be the benefits for users?
