I had exactly the same issue. Explicitly specifying the version number resolved the issue for me.
You can run the following commands to install the most recent versions of both python-phonenumbers and django-phonenumber-field:
pip install phonenumbers==5.8b1
pip install django-phonenumber-field==0.2a3

this was likely newer versions of pip ignoring non final versions by default. we have final releases now, so this should no longer be an issue.
