This is now implemented for Frame.from_records(); other constructors will follow the same conventions.

>>> records = [dict(a=1, b='2', c=3), dict(a=4, b='5', c=6)]
>>> dtypes = {'b': np.int64}
>>> f1 = sf.Frame.from_records(records, dtypes=dtypes)
