In what cases do we need GenericIds?
can't we always use ConcreteIds?

Generic ids are string based now, and are serialized (or keccak + serialized if long).
User types are string based + and keccak + serialized if long.
Concrete ids (including vars and functions) remains in the old style, but are not actually used with the weak hash not for testing.
So the issue is resolved for now.
