It seems like there has been a language-level warning for calling a function with too few arguments for a very long time, it just had been promoted to an exception in PHP 7.1. Unfortunately, php7cc does not check for BC breaks introduced in 7.1 at the moment.
And I'm not aware of any other tool that would solve your problem. You could try some well-known static analyzer like https://github.com/phan/phan or https://github.com/phpstan/phpstan, but I don't know if they can do what you want to do.
