Just for anyone else having the problem, I'd been meaning to work out why I was still having this using the latest spree and latest spree_static_content. For an unrelated reason, I had to update my environment to rails 3.2.2 and ruby 1.9.3 (from rails 3.1.3 and rails 1.9.2) and routing is now working fine.
