These changes are intentional for the upcoming spree 1.0.0 release. If you check the Versionfile you can find the appropriate SHA hash to refer your spree extensions to. In this case your using spree 0.70.x so use:

gem 'spree_static_content', :git => 'git://github.com/spree/spree_static_content.git', :ref => '1861f4cd08c0ffa9940f0c81e69ea29b4541dbbd'

from spree_static_content.

That worked, thank you. I am new to rails development and still learning all the ins and outs. Is there are general timeline for the 1.0.0 release? Q1/Q2 of 2012 or a page where I can get more information about 1.0.0?

I'm not exactly sure, but I think that is the timeframe. @radar may have a better idea than me of the timeframe. The best place to find documentation would be the edge guides http://edgeguides.spreecommerce.com/ and release notes http://edgeguides.spreecommerce.com/release_notes_1_0_0.html although there may be some changes still not documented.

We're aiming to get a 1.0RC out around Christmas time, with the full-fledged release being released before SpreeConf (Mid February).
