It's 2 years later and I'm not sure if the API has since changed, but I believe this is correct:

portBindings.put("8080/tcp", Lists.newArrayList(PortBinding.of("HostPort", "80")));

You have to do that in two parts: the ContainerConfig (used during the createContainer()) defines the ports to expose:

    ContainerConfig containerConfig = ContainerConfig.builder()
        .exposedPorts("8080")
        // other container config
        .build();
    dockerClient.createContainer(containerConfig);

And then you have to bind the ports using the HostConfig (used during the startContainer()):

      Map<String, List<PortBinding>> portBindings = Maps.newHashMap();
      // you can leave the host IP empty for the PortBinding.of first parameter
      portBindings.put("80/tcp", Lists.newArrayList(PortBinding.of("", "8080"))); 
      HostConfig hostConfig = HostConfig.builder()
          .portBindings(portBindings)
          .networkMode("bridge")
          // other host config here
          .build();
      dockerClient.startContainer(containerId, hostConfig);
