note to whoever implements this, each user with access should have separate keys, and promotions should have user, date & time, and IP address logged

To be honest, I'd rather not have user management in SpongeDownloads, that seems overkill for a single simple promotion endpoint that just sets a recommended label in the database.
Maybe we can integrate it into Jenkins and therefore have it handle authentication and logging. Need to check if a plugin exists for this.
