Talked with @MaggieQi, we think that instead adding start=0, stop=None, step=1 parameters to the existing arange function is a better solution. If stop is not supplied, then we'll fall back to the shape.
This doesn't require API changes (all optional parameters).

#161 closes this. We went with option 2. The arange API is now arange(shape, start=0, stop=None, step=1, dtype=np.float, tile_hint=None). Shape xor stop are required parameters, everything else is optional.
