looks like you're hitting either https://lists.gnu.org/archive/html/bug-binutils/2022-08/msg00003.html / OpenMathLib/OpenBLAS#3708 (bug in binutils ld) or numpy/numpy#7570 (bug in binutils strip -- unlikely)

@haampie Thank you for the reply! Much appreciated. I built [email protected] and module loaded it before the spack install survey command, but got the same decode error. Should that have worked or does spack internally pickup the binutils default platform installed binutils?

does the problem happen if you just build openblas
w/o numpy and link & run some hello world executable using it? to rule out that numpy strips files it doesn't own

@haampie Sorry for the delay in responding. I'm not sure how to do what you asked about. I'm building "survey" which uses those packages but I don't see a way to build openblas w/o numpy ( no variant to turn that off?).
