Why do you need to source activate root before trying to create the environment?
Also, currently the instructions say to run python setup.py develop, but there's currently no setup.py...

Yes, sorry about the lack of setup.py, i decided to include those instructions though we don't have a setup.py (or an actual package layout) yet. You can ignore that instruction for now. Our next proper dev meeting we will be turning jwql into a proper package with a setup.py.
I'm not sure why exactly one must activate root first. Perhaps that is not necessary, but I couldn't get the installation working otherwise, so I decided to include this step to be safe.
