`options` key has to be present if `upstream` is used in nginx_site about nginx HOT 2 CLOSED

PR incoming to fix the required options key but that hash format is still incorrect for the template, as it supports multiple upstreams and upstreams require a name then the configuration must be contained within a hash where the key is the name of the upstream like so.

nginx_site 'foo' do
  mode '0644'
  variables(
    'upstream' => {
      'bar' => {
        'server' => 'localhost:1234',
      },
    }
  )
  action :create
end
