I'm a little confused why powershell and windows cookbooks are showing up here. This cookbook and Docker do not support running Docker on Windows as a host OS, only Linux. Is there something I'm missing in your setup?

Okay. Apparently this is plaguing the Chef community, where Windows and Powershell cookbooks have cyclical dependencies.

Both which mention a workaround of pinning to an older Windows cookbook or the SimpleFinance fork: applicationsonline/librarian#159 (comment)
So interesting find, but completely unrelated to this cookbook and going to close this issue. I'd bug the Chef mailing lists/IRC, add to the JIRA ticket, or workaround appropriately until its fixed. Cheers.
