I was able to reproduce your issue by upgrading all my Test Kitchen setup. Looking at your fix and evaluating options.

Looks like that's the correct fix here. chefignore hasn't always been the most documented/respected Chef feature. Here's the breaking changes (I believe): berkshelf/berkshelf#587 and berkshelf/ridley#192
Going to remove that test line from chefignore and commit.
