Map names can be capitalized too, so what you have provided is not sufficient for fixing the issue.

The game's own IsMapValid function appears to be lying about the validity of differently capitalized map names, so this isn't exactly an easy fix without us reimplementing all that logic ourselves.

In general you won't find any maps with capitalized names unless the author went out of their way to rename the compiled .vpk. The tools will always make it lowercase regardless of the .vmap spelling.

Some time has passed now since workshop release. We recently discovered that even when the mapper renames the .vpk with capital letters post-compile, the workshop uploader tool still forces the map name to be lower case afterwards. And since all default maps are lower case too, there should never be a case where a map could have capital letters (unlike CS:GO). So, the original suggestion has been implemented in 443fa88.
