%0 from the clang documentation is a place holder for various functions that clang prints in this place. With make CC=clang-3.8 CLANG_WARNINGS= in busybox-1.22.0 you see for example

@PhilippWendler Thanks for providing an example. I guess suppressing the error is the only thing that can be done if preprocessed source files are used. You could use -Wno-error=builtin-requires-header to the error back into a warning though so the warning still appears but have it not break the build.
