That's not feasible - as you stated there are too many people involved, many of which have disappeared. It's also not something I'd want to do.

@sergiobenrocha2 said it best; I would rather the hard work of emulator authors and contributors not be ripped off for commercial profit (without contributing back to the community that created it) like Hyperkin, Microsoft, Nintendo, and Sony have done (along with many MANY other companies).

If you want to increase interest in the project then you may want to hang out with emulator authors and get an inside look on why things have stagnated. I'll give you the short version. This is the kind of thing that has globally affected nearly all open-source projects because GPL-violating asshole companies swoop in and ninja the code and make all the money off of it without a damn shred of attribution or contributing back to the project itself.

And not only this, but authors of this open-source code then get taken to court and SUED for using their own code in a competing product! And who would sue? Why the very GPL-violating assholes I already mentioned! It is just a clusterfuck and very few emulator authors want to bother anymore with SNES emulation (byuu kinda made the definitive 100% accurate one and that's basically it).
