Some thoughts while working on this:
- We are aggregating the boiler-specific NOx rates to generators for the EIA-923 allocation process. However, if this data were integrated into pudl, we could calculate boiler-specific NOx outputs using data from the bf table then allocate this.
- When filling missing Nox data in CEMS, we would want to aggregate the NOx rates to the boiler level then use the EPA crosswalk.
