are you referring to the notifications menu? I don't think elementary ships with the messaging menu anymore. What version are you on? I should be able to create a very similar effect with the notifications menu though

Yes Notification-menu.But it uses messaging-menu api. This is what I meant:

I couldn't find anything about the messaging-menu api in Vala nowadays, but I do know how to do the same thing using GLib.Notification. I'm ironing out some more critical bugs now, and then I'll work on this.
