Refactor the v2 controller with independent methods about wave HOT 9 CLOSED

TIP: pay attention MN calls to the method annotated as @get also when HEAD is requested so we need 1 method for both actions and refactor from it

It would seem strange if MN cannot handle it (think we have many in tower in which only change the HTTP verb), but in that case we'll one for manifest and another for the blob. We could live with that

I didn't know the header=false attribute in the get annotation !!!
