@martinville i have tested this via https://www.keyboardtester.com/ and actually it emits both keys correctly.

It could be some strange Steam limitation.

Can you check this build with extra 10ms delay between key emits ?

I tried this build. The repeat rate made a difference.

However I cannot get CRL+2 to work though. Could I be configuring it incorrectly ?

Forgot to mention, on the ROG buttons drop down the "---------------" option is now gone. (I'm sure it wont be an issue but incase you are not aware ;-)

Also on the repeat rate , please give it some thought, I didn't mean for you to change it, I just thought it could be the reason for the CTRL+2 combination not working.

What are you trying to achieve? What doesCtrl + 2 do in Steam ? It could be that Steam listens for keyboard on hardware level, therefore everything that app can emit via windows API is just neglected.

@martinville well for key-binding i can't really change anything else except adding a delay (which does not help in your case as I understand)

I can only advice to try Sharpkeys or Autohotkey to emulate something, may be that will be better.

Next to that I can't change much unfortunately.

Ultimatly i want to create a custom plugin that will pass commands to
Ghelper from the deckyloader to adjust tdp settings and all that. And im
aware that ghelper does not have the functionalaty to pass commands to it
whilst running.

G-Helper supports a lot of custom hotkey-combinations for switching basic stuff (including performance modes)

You can just emit those combos from your game launcher :)
