Portia is based on Scrapy. The Scrapy configuration file used by the fetch endpoint (the one used by the UI) is slyd/settings.py (this are global settings, not per project).
When doing the actual crawling using the portiacrawl script, you can pass extra spider arguments using the -a command line option. You may even specify a custom settings module, just have a look at the portiacrawl script, located in the slybot/bin directory for more details.
