We don't enhance our pseudo union type in a way that cannot be replicated in Scala 3, which has a true union type. In Scala 3, String | Null is equivalent to String and also a proper subtype of String | Int. That means there would be no way to emit such an error in Scala 3. Therefore, we're not going to do it for Scala 2 either.
Anyway, I also don't see what the | Null contributes to the issue in the first place. You can use val a: String instead and the same issue will appear. Unfortunately, Scala is just not null-safe.
