Feature request: integration with Pushover for alerts about dish HOT 2 OPEN

@krixlion should dish have some kind of generic messanger for it to be used in various environments and systems?

It's a good idea to expose a generic interface for alerts but I would avoid direct implementations of services such as Pushover or OneSignal etc. and instead allow to register a webhook to which dish would send requests with predefined schema for the user to parse on their own and integrate with whatever they need,

I haven't really looked into Pushover much yet, as the site seems to be down at the moment, but it would be nice to have some kind of generic messenger interface that would be implemented by those receivers such as Telegram or Pushover.

I will look into it further later.
