Is there a natural place for this kind of filter to go? Just a general point in the right direction and I should be fine. Seems like it would go into some kind of post-processing? And seems like Issue #20 might be a candidate for such things too.

@hcatlin the cssize visitor is the right place to implement this. The import nodes that are css imports will have been rewritten to directive nodes during the perform step. See Cssize#visit_root for how we handle the @charset directive which has a similar behavior.

We encountered the problem, that putting an @import directive into a included partial.scss that @imports is "somewhere" in the compiled.css file. That doesn't work.
All @imports have to be at the top of the compiled file.
we tried to include a google web font
@import url("http://fonts.googleapis.com/css?family=Leckerli+One");
Would be nice if you could push these directives to the top of the compiled file
