Thanks for the detailed issue!
When you ran the configure command, you specified an endpoint of 10.1.0.2:51821, but that is your end-to-end encrypted interface, not the relay interface. The relay interface is listening on port 51820 (as seen in wiretap_relay.conf). If you change the endpoint argument to 10.1.0.2:51820 it should hopefully work (either reconfigure or substitute the correct endpoint in the command you paste into the server).
