c-ares is parsing correctly the no answer case so this is actually an issue from pycares:

Hi there!
It's not an issue in pycares. c-are's parsing functions do not parse the additional section, AFAIK. adig is doing some manual parsing: https://github.com/c-ares/c-ares/blob/master/adig.c So that would have to be implemented in pycares too, which I'm not thrilled about TBH. I would however, take a PR if you're up for writing one.
