Should the new implementation still be compatible with old plugins?

I'm not clear on what you mean by compatible with the old plugins. I would like the functionality behind the plugins to still load, however, my real play here is to get rid of the plugins directory altogether, ideally loading the classes when necessary, and this gets me much closer to that.
For a bit of history, there used to be many other files in each of the directories, but I've largely moved them to classes so I've had no loss in functionality. Ideally, this would be the same here, but I haven't been able to get this working due to what I think is something occurring in between the ob_start() and ob_end_flush() which manages the content of the display. In the end, I'd really like to get rid of the ob_ buffer, but that's probably a bit larger than something for the hackathon, in my opinion.
