I think they're using iBoss, which means they may be using "DNS Protection" and web filtering solutions. Not sure what they do differently that would result in Portmaster not being able to fallback to network resolvers though.

You have configured Quad9 4 times. It may take Portmaster some time to go through them until it is sure that all of them are failing. In the debug info you showed, none of them were marked as failing, so it was still trying.

Please try only using Quad9 once - as long as it works, which it in fact should, this is as good as having it in there 4 times.

I would also try DoH, as it is less likely blocked. You'll have to check and see.
