That's technically possible, but xCHM is basically a HTML renderer, and the background color is set by the pages (a .chm file is little else than archived HTML files). If the document's creator wanted a different color background, they would have specified a different color in the pages' HTML code.
This is not a worthwhile feature to me, and I've unfortunately got little time to spend on xCHM at this point; however, this being free software please feel free to create a pull request solving your own problem. I'll be happy to add the feature to xCHM provided the code fits in well.
