You must add the foreground service permission to your manifest. This issue should stay open - it should be mentioned in the README.

I've just bumped the target SDK version up to 28 along with the support libraries and added the FOREGROUND_SERVICE permission to the manifest and the README.
Note that I don't have Pie for my phone yet so the new permission actually has no effect for me, but based on the documentation, this change should work. Let me know if it doesn't, though.
