Maybe? The problem is that these notes end up being different from those that are submitted to Ecma (formatting, late clarifications, additional relevant links). If they were on /tc39, there may be concerns about the minor divergence, eg. what's on Ecma record vs. what's in the repo.

Ecma should learn about URLs... I guess we could note in the README where one can find the "official" stuff.
