Indeed, you have to open the port with docker-compose for it to work (usually 67, 68) we cannot do this by default as it would prevent users to install it if anything is running on those ports https://runtipi.io/docs/guides/customize-app-config

Thank you @meienberger for the reply.
I added port 67 into the YAML with ${NETWORK_INTERFACE:-0.0.0.0}:67:67/udp bounced the container in Tipi and this still did not resolve the issue.
Someone, anyone, please help!
