Please disregard, needed a refresher on diffeqs. The solution is to write this in terms of two coupled 1st order ODEs.

Yes! Many different kinds of differential equations can be formulated as a first order ODE simply with a larger state.

Another simple case is that a time-dependent ODE is equivalent to a time-independent ODE with one extra state that follows a constant differential equation of 1.
