My preference is GPL.

Docker documentation suggests to use the underlying license:
License
Include a file, LICENSE, of any applicable license. Docker recommends using the license of the
software contained in the image, provided it allows Docker, Inc. to legally build and distribute the
image. Otherwise Docker recommends adopting the Expat license.

Ah, nice find! Given that R's GPL, that might point to GPL. Though
obviously we're including libraries and packages that aren't all GPL, thus
I'd lean towards Expat. (In the spirit of providing a reusable building
block, it seems undesirable to encumber it with additional licensing
constraints that are different than the default of the community).

The Docker reasoning makes a lot of sense: We are building R containers here, so GPL (>= 2) it should be.
And of course standard exceptions apply for eg RStudio.
