After new packaging script is ready the whole devscripts directory can be removed.

New packaging system is more or less done. Janne, could you review package.py and
other changes in r292?
Things to do include:
- updating PACKAGING.txt so that new package.py is mentioned there
- creating 2.0 release branch and tag to test this in real!

package.py reviewed by Janne and PACKAGING.txt rewritten. Only need to create
official release packages anymore. This issues is anyway done.
