Well, I would start from checking whether OSM data has tolls marked. Then check URLs called by Pure Maps (these are printed on STDOUT if you start from the terminal using sailfish-qml). If URLs are adjusted in accordance with the settings, then its Valhalla's issue. You could also test against Stadia Maps to check if its OSM Scout Server.
To simplify the testing, I will soon update OSM Scout Server so, that it will show decoded URL in its logs. Stay tuned

New OSM Scout Server is out and it shows URL decoded in logs. To me it seems all is fine with URL requested.

I just tried with new osm scout server, and the results are equal...
For the first trip, even if tolls are disabled, it calculates routes with tolls if the shorter path is selected (if i select normal roads it should calculate the shortest route with no tolls)
For the reverse trip, i set pure maps to use tolls and highways but the app only calculates routes with normal roads
As for stadia maps, seems to only use regular roads, even if tolls are preferred
and yes the road is actually marked as highway
I opened anyway the app from terminal and when the adress is called i read a "use tolls" and a "use highways" strings even if i told the app not to...will send you a screen on that, maybe it'll help :)

I played around a bit with your region and it looks like its working, just not perfectly. Interestingly, auto_shorter (Prefer shorter route) somehow disturbs toll preference. Without it, it worked better. As Pure Maps provides the options correctly, I am closing it over here. Lets collect more data and then open an issue at Valhalla's repo. Just would need good example. (and I checked, OSM has tag toll=yes for those roads).

I guess we need coordinates and Valhalla's JSON. Then Valhalla's devs can easily run it
