This is caused by creating a space with no nodes to assign to it. There are two possibilities:
- Politely fail to create a space.
- Create the space, but only push it out when there are nodes in it.
Either choice makes sense to me, so I'd like feedback from others about which is more-intuitive.

I vote for the latter, as we can have other states where space is there but
nodes are not, e.g. via losing nodes. So excluding one way of getting into
this state will not absolve us from handling transitions between "have
space and no nodes to assign" and "have space and have nodes".
