Yes, mouse, keyboards and some game devices are protected by Windows. Only driver space software could have access to it.
Just change your device to use any vendor page, and use any usage page of your convenience, then you'll see the raw reports.
I recommend then using report Id grouped usages or a proper report descriptor if not having it, as your input device might be using the boot protocol.
