Are you sure that's the appropriate usage? Is this a single, plain, usage or might be the case that this is an usage array?
Please add this in a line before the send: print report, print report[target_usage]
Not a clear idea of what is happening, can you share more details on the device and OS variant your are using?
Other possibility... usage page 0x01 and usage id 0x01 might be referencing an OS protected (forbidden for user space applications), but in theory you'd get an exception when opening the device or wouldn't be able to find any usable reports on it.

I will try that but it may be some time. And it's very possible you are
correct since I've got pretty much no experience working with DLLs in
this capacity. I'll email you the results.
I really do like this python module though.
