@pavel-b-novikov RtRootNamespace seems to be used when RtDivideTypesAmongFiles is true, in my case it's false (I'm using RtTargetFile for generating one ts file).

Why dont you use RtAdditionalAssembly in your .settings.xml?
And what do you want to do exactly? Now it looks like you're trying to generate typings from outside of any project for even non-referenced assemblies. Direct call for rtcli.exe from cmd seems more fitting this task.
But if you want to use fluent configuration still - then it is better to create separate project, reference all necessary libraries and do fluent configuration there to avoid double assembly loading - yup, RT loads referenced assmblies too - it may cause various side-effects if you are using .LoadAssembly
