I think it belongs in userland. Just define a reusable helper in your code:

const noopFSAReducer = (state, { payload }) => payload 

export default noopFSAReducer

This would probably pair well as a further specialization of my own idea to allow reducers with the signature (state, payload) => state instead of (state, action) => state`.

@yangmillstheory What do you think about this?

const reducer = handleAction(ACTION_TYPE, initialState);

Looks like a lot of magic to me, it would be cool if we could come up with a more understandable/readable approach. Maybe introduce a new handle function? handlePureAction? The pure keyword and pure functions have evolved in the React and JS community and describes that for example a pure function always returns the same result given same parameters.
