make code formatting tooling available in redpanda repository about redpanda HOT 4 CLOSED

@dotnwat what did you have in mind?
We can easily have a script that invokes clang format, crlfmt & yapf and also make a github action out of it.
The only thing worrying me is the functionality duplication between internal & external builds.

@0xdiba i don't have anything in particular in mind. but perhaps it would make sense to have some local tooling available in the public repo (e.g. some script or python command to help contributors format their code) and then vtools could potentially include that to avoid duplication?

@0xdiba this also might be premature. feel free to close this ticket if you think we should wait to deal with the issue until someone starts asking or a problem presents itself in the real world :)

@dotnwat I think the problem has already presented itself :) And the issue wasn't premature at all.
