Add user profiles about readthedocs.org HOT 5 CLOSED

I've added a bit of work onto this and pushed it to the features/profiles branch in the main repo.

Probably needs the following done before merging:

• Write a migration to add profiles for people, and whitelist them if a project of theirs is whitelisted.
  • Write a migration to remove whitelisting from the project
• Make the doc building respect the new user whitelist

This should be pretty simple, then we need to figure out if we want to expose profiles yet, or just leave it as a backend thing until we want to do more with them.

I think I got all the above working. I split the migration part and the code changes into separate commits, since I had some complications with trying to do them all at once:

Since this is merged into master now, closing issue. From this point it should be pretty easy to add new fields to the user profile.
