Setup Windows Build Config about hpr-sim HOT 1 CLOSED

Worked through these issues to achieve success:

• python multiprocessing fork vs. spawn issues; freeze_support() error:
  • Explicitly guarded functional code under if __name__ == '__main__'
• Corrupt data during Monte Carlo runs; solved by:
  • Removing global variables
  • Removing static class variables
• Encoding error w/ pyyaml loading
• ImportError: DLL load failed while importing model: The specified module could not be found.
  • Solved by explicitly adding path to libstdc++*.dll w/ os.add_dll_directory
• pool.join() hanging due to memory leak
  • Solved by fixing index error on stateTelem
