I'm probably in favor of this, but what exactly is the difference from #6?

Assuming the raster for some reason cannot be loaded entirely into RAM windowed reads are necessary to allow efficient random access. In my opinion this is a very common use case. For instance when calculating zonal stats, getting single pixel value etc.
#6 allows efficient processing of the entire raster in smaller chunks.
