Thoughts on pinning numpy>=1.25 in pyproject.toml instead of oldest-supported-numpy?

Just seeing this:

scipy/oldest-supported-numpy#76 (comment)

Once NumPy 2.0 is out, you may want to bump the build requirement to NumPy >=2.0 rather than something like numpy>=1.25. That is because building for both 1.x and 2.x will require building with a 2.x to ensure you are use the newest headers.

@snowman2 so for now we would want numpy >= 1.25, < 2.0 ?

It seems like we may need to pin numpy<2 in the project requirements and numpy>=1.25, < 2 in the pyproject.toml file until numpy 2.0 is released.

Once numpy 2.0 is released, we pin numpy>=2 in the pyproject.toml and loosen the numpy pin in the project requirements.
