raspistill is deprecated and not receiving any updates or bug fixes. You should consider moving to the new libcamera-based applications. I cannot comment on whether you can confine the video levels on that.

MMAL already supported limited range BT601 and 709, and full range BT601 (aka JFIF) via MMAL_COLOR_SPACE_*
I don't recall if the relevant CSC is programmed in the ISP though. Default is for limited range in video capture mode, but may well be 601.
But JamesH65 is correct that the raspicam apps and legacy camera stack are all deprecated and will not gain any updates.
